This is stated directly by Shurelia of Riot champion designers/balancers.
That means he functions better when you play him as a Utility champion, and focus less on carrying by champion-kills.
Also, your description is very poor.
The Gold+Wild Cards combo is the most basic of cast-orders people figure out. There's also no justification for items, runes, summoner spells, or skill-ordering.
The Skill-ordering doesn't focus any skill, meaning you leave yourself with no strong attacks or goal throughout the game.
Also, there's a guide on LeagueCraft.com that mathematically explains how stacking Attack Speed is inferior to regular AD for Twisted Fate.

Twisted Fate's skills were originally designed for and still do scale with AP. He is AP, and it's clear you've never tried it.
And if you've never tried it, you're not in the position to judge a guide.
