Due to Garen's Q, he easily cancels out a lot of where your damage will come from early to mid game due to your W passive. He also gets increased movement speed which may be a negative impact if you don't ult him. He's also very tanky so you can't deal with him early to mid game if you're too far behind.

As you may notice, you max your W very quickly. This goes under the same concept that Kayle goes with E. Upgrading this specific ability provides a considerable increase in early game damage over time in lane phase.
