A few tips on top of my head :
- Arcane Comet is much better than Dark Harvest. Comet deals a lot of poke in lane while DH does almost none. Comet also has a much shorter cooldown and more base damage.
- Rushing Tear of the Goddess in lane is extremely greedy. The item costs 850 gold and doesn't help you in a fight at all. Also Luden's Tempest/ Everfrost are better on Velkoz IMO than Archangel's Staff, since luden's gives him a lot of poke in fights while GLP sets up any of Vel's skillshots with the slow (= guaranteed E+W combo). Velkoz has pretty low mana costs, he doesn't need archangels.
- I recommend Cleanse against CC supports like Thresh and Leona, otherwise lane is a nightmare. Actually I think Vel support is pretty good against Thresh since he can stay behind creeps all laning stage and poke from there.

Sorry for the late reply, I hope you don't mind.

I know that comet is stronger in lane, but my personal playstile works better woth DH, this is also why I have 2 different rune set-ups in my guide.
The same goes for ludens anmaximum tear/archangels, I know the poke is godly but the personal shield can and has saved me multiple times, and again, this is why I have 2 different build paths.
Cleanse is indeed a very good option against heavy CC enemies, but a good player will utilise the range advantage you have as Vel'Koz, so that you wont be in their CC range

I hope you will understand my reasons.

What percentage of your Q's would you say you need to be landing in lane to be doing more poke damage than you would have on something like a Lux or a Zyra support?

This is an interesting question, regardless of the fact that you should try to hit as much as possible, I can only give vague comparisons. Do note i only take 1 ability into consideration and no follow-up.

For Lux, she will most likely use Light Binding for poke.
At rank 1, Lux has slightly less base damage(70 compared to 80), but at rank 5 she has slightly more(250 compared to 240), this is negated by the fact that Vel'koz has higher ap scaling on his poke. Lastly, Lux has a longer cooldown(10 compared to 7 seconds), giving Vel'koz more oppertunities to hit.
Taking all of this into consideration, if you hit an equal percentage, you will have more damage on Vel'koz, because of the lower CD and higher scalings.

For Zyra she will most likely use Deadly Spines for poke.
Zyra has less base damage at all ranks(60-200 compared to 80-240) and also has a lower ap scaling. Zyra does have lower cooldowns at higher ranks(7-5 compared to 7), giving her more oppertunities to use it. it is also deceptively hard to get out of a Zyra Q, giving her a higher chance to hit.
All of this would still suggest that you need a pretty high hit percantage with vel'koz to keep up with damage, even without Zyra's plants to poke you in the eye.

I will try to make a full chapter on these comparisons later this week, so you can also see the comparisons to other supports.

Quite great guide!

You explain very well Vel'Koz's mechanics, and given that he's a quite challenging champion to properly play it's really valuable a guide like this!
You could add some BBCode witchcraft to make some nice graphics for your guide, or get some here, they'll surely boost your guide's exposure.

Anyway, keep working in this guide, it has great potential despite being a new guide!

As you might have seen/guessed this is my first guide, becaus of this I tried to keep both clear and simple, so nothing to fancy. I will try to clean it up over time as well as adding other usefull information.
