Better Mage than Tank, Vladimir is an Ability Power and Health Champ
Besides these two he also works out well with:
*H.Regen *Magic Pen *Magic Resist *Cooldown Red *Armor

I know what this Champ is capable of so I came up with this build so I could enjoy the most of him. Long short story, everything to get the most damage from it without making him unbalanced

So lets get starting!:

- runes:
* Magic Pen from Marks, Health from Seals and AP from Glyphs and Quintessence; all that matters to Vlad with the best from each type.

- masteries:
* Bonuses that make him a massive nuke murderer:
with these he levels up faster, has shorter cooldowns, more movement speed, MUCH more damage, shorter time spent dead, more gold, longer buffs, and not to talk about the PERFECT combination of exhaust and ignite... I think he couldn't get any better than these

- items:
* follow the given purchase order but, after the first purchase, if you EVER get close to 1600 gold, save it and buy a needlessy large rod (80 a.p.) - it makes the most astonishing difference (this is why needlessly large rod is in 3rd place)
* I also suggest changing Mejay's in late game for another Rabadon

-skills:
* Upgrade you're ulti every time possibly, obviously (6,11,16)
* for maximized damage and power, give priority to transfusion and tides of blood, so leave sanguine pool's upgrade to the last levels
