Introduction
This is my preferred Vlad build, it focuses on high AP/HP and a very strong early, mid, and late game champ. I usually run the build going mid, although, he is more than capable of laning with a partner. All input good or bad is highly appreciated.
Ghost:
I personally take Ghost because of easy escapes/chases. With a proper combination of Sanguine Pool you should never have to worry about a gank.
Ignite:
I can not tell you how many times I've been attacking an enemy champion and when they're at less than 100 hp they manage to slip out. This is why I pick up Ignite, Ignite is a great summoner spell for Vlad. Because of Vlad's burst damage you often have people with low hp, ignite is an amazing way to just get rid of their remaining hp.
Exhaust:
Exhaust is another good summoner spell for Vlad, I do not recommended it because of Sanguine Pool's slowing effect. The new damage reduction that comes from Exhaust can be helpful but, again, Ghost and Ignite are extremely helpful.

This item build focuses on Vlad's passive which is for every 1AP he gets 2HP and for every 25HP he gets 1AP.

I love the new Ionian Bootsfor Vlad, if you prefer Sorcerer's Shoesthen go for it. After picking up your boots get your Mejai's Soulstealer
Afterwords I pick up the new DeathcapI find it gives a great AP increase and combined with Majai's there's no question that you would want this item.
Next I take Warmog's ArmourNote: With Vlad's passive this makes a great item to get both hp and ap.
Rylai's Crystal Scepteris the next item I get because of it's passive and it's great hp + ap increase.
And finally, if the game is not over yet, I pick up the Lich Baneby now you should have plenty of hp to use your 'e' so you can keep Lich Bane up to continually do more regular attack damage on top of your spells.
