+1 because it's a good way for people to learn how to XP deny, but as Ruko said, a long-ranged harasser may be more effective. If you're going for the CC, Lux and Morgana come to mind as both great long-ranged harassers. Even a simple slowing CC can be enough to harass, which can be achieved with a phage and a ranged DPS character, such as Ashe (who wouldn't even need the phage because of her skills) or Twisted Fate (who also has a stun and a slow, but those are chance occurrences.)
