No armor doesn't effect spells, if you were seeking more spell vamp/spell damage then magic pen would be a good way to go about it. Black Cleaver on Akali isn't beneficial, there are much better items that could be used in its place.

Her burst is already so high that by the time you got the stacks up the target would already be dead unless it was a tank, but they should be the last to die and your whole team would be focusing them at that point.

Would only benefit you in a sustained fight though, if I may pitch in. And how would it add spell vamp? Armor doesn't affect spells, does it?

the purpose of it is to maximize damage with your lichbane and regular attacks and to add spell vamp for the extra damage

personally black cleaver of akali is pointless,no need for it because she already does insane damage, might as well giver her void staff or something else for better magic pen.
