He has indeed been built tanky in the past. I remember watching a game where Moscow Five used a tank Urgot bot lane at IEM Kiev, they took the match just because of that. He basically built a Brutalizer, then went full bulk. For a bot lane carry that's very extreme.
It's a very niche pick and it's only something to be considered when you have little to no bulk, but can work well. You shouldn't pick him and say "Ok, I'm going tank Urgot this game", in my opinion, you should build as the game goes on, possibly getting more bulk than usual.

The only reason Urgot can't be considered tank is his lack of disruption (at least that's what I feel like). He has an initiate/peel with his ult and can obviously soak damage with his shield/items, but after that tank Urgot wouldn't do anything. That's how I feel though.

As said above, in order for a "Tank" to work well, you will need some proper, and more importantly: consistant crowd control. Urgot has his ulti, and that's that. If you go full tank, you ruin Urgot completely, therefore some sort of damage item is needed, or maybe 3. Off-Tank is okay, since as long as you have damage, you can disrupt enemies and scare them away with your DAMAGE, not because of your CC, since it's an ultimate, has a long CD compared to other tanks' CC, which is why you should get the damage on top of perhaps being tanky, in order to be able to disrupt with that, instead of using CC as most other tanks do. (Namely
Amumu,
Leona,
Alistar, etc.)
Theoretically, Tank Ashe is just as viable as Tank Urgot, only; Tank Ashe is perhaps more viable than Tank Urgot, because of the Crowd Control.

But tank Urgot can slow with his shield, I think that counts as Crowd Control. Besides, whoever he targets have their damage reduced by 15%, that is quite good to pin on their carry.
Though personally, I feel like Urgot has too much long-range damage potential for him to be played full tank. Bulky though, yes please.
The thing is, if you are full tank, you can pull off stunts almost like Blitzcrank, by separating one of their members from the team. But I feel like Urgot is best fit to play off-tank, hence requiring a second tanky jungler like Amumu or Shen etc.

Yeah, but the slow from his shield is a bit ****, all things considered. I'd rather build a Frozen Mallet and rely on that slow, it gives you more effective health and it's always there.
(A slow imo is really, really, soft CC. They're terrible for initiating with compared to a root or a stun :/ )
The damage reduction is nice, grant you, but it's only 150 damage off in 1000. It's not going to save anyone's backside if they're caught out of position.
And Urgot is not going to be pulling any Blitzcrank-like stunts really. His ult might separate the enemy team, but it leaves you very, very vulnerable. Blitzcrank can sit where he is and enjoy the protection of his team at least.
The idea of off-tank Urgot is interesting though, mostly because people's ideas of what an off-tank is varies so much.
