Warwick, you don't counter jungle by watching his buffs.
You do it by stealing his creeps. It can really throw his early route off balance. He's particularly slow as junglers go too, which makes it fairly easy to cripple his exp rate.
If he starts at blue buff, then yea this works great. But if he starts at double Golems, just take his blue buff. Then he gets under leveled because he doesn't have enough mana to survive.

Teamwork is essential. It gives the enemy someone else to shoot at.
