He's not a good support. He's better suited to jungling or solo mid really. He needs to deal damage to be a threat and, 0CS support makes him not be able to do so. Also, he has the highest no ult burst at level 6. Plus, with good co-ordination, it becomes even stronger with the root.
Maokai is an excellent support.
He's one of the best most aggressive supports in the game, because he crushes lanes, and doesn't need farm to fulfill his main function, which is mega CC and damage reduction.

You pick a support (In our current meta) based on what they have to offer the team without needing CS.
It's why Rock Solid has been running support gangplank. His utility makes him viable.

Maokai needs two skills do disrupt. One if he's close by them.
Janna and Alistar need no items to be a threat. Their almost instant CC and displacement makes them a welcomed addition to any and every team. Plus, they all have damage mitigation in either the form of shields in Janna's case or, straight damage reduction and heals in Ali's case.
Yes he tanks damage really easily and gets wards at the cost of mana but, IMO he tanks/caster better.
Also, support GP is really viable. Not only can he assist top lane from but but, he only needs a few CS from a lane because of the increase in gold he gets and his speed/AD boost.

Alistar, natural tank because of ult. Allows him to get in there to use his CC effectively.
Janna, Counter initiate with the ult. Also heals. Long range disrupt.
Maokai on the other hand...
Jumps to target for a snare. If he has no tanky items, he burns up upon entry.
His knockback is extremely close range. It's CD is long enough that it's not the greatest threat in a teamfight for disruption.

No he doesn't burn up, because you have a full team with you. You have tanks and other CC's as well.

Zil's no support. He's an AP caster and should go mid. Later game, his power tapers off and he should stick to support. If he's playing "traditional" support with no CS, his ult is worthless.

I'd rather have Udyr in the jungle now. His laning was severely hurt by the turtle nerfs. Until ignite gets it's small rework, he's going to have tough times.
