It is a god item. i know I started putting it on Shyvana and I can say taht I like the results. but too many people are saying build it with Atmog's. it is very stale and I don't think it is a good shift in the Meta Game.
Shyv needs some form of laning sustain, IMO, or some sort of CC. Her damage is quite good, and she scales very well with items, but if she's harassed at all, and can't farm, she has a very difficult time doing anything at all. And her jungle is almost as fragile as amumu's, but she has no good CC unless she builds a phage or some form of slowing item (or red buff, i s'pose). Very viable in dominion, given her speed, but she needs laning buffs.

Mostly newbies read guides. Players that are more experienced don't usually need guides, but they can be helpful. Newbies get the most benefit out of guides, therefore if you teach them something, the guide is worthwhile. Sure it would be great if you were 2k elo and could teach even the best players something, but it's not required.

Because often I have seen pros build champions sub optimal... it is just that their skill overcomes their weakness and so it works for them.
As far as the original question... I personally make guides to help the community and to help any newer players that may happen to read my guide(s). One needs enough experience (several hundred wins) to have played that role and the others so that they know the counters, the strengths, and what it takes to be successful with that champ. Usually if a person has several hundred wins, a winning record in normal, and a decent record in ranked (especially with that champ) that adds to the viability of a guide. But don't get me wrong... record and ranking doesn't mean everything. It is possible for someone who isn't even level 30 to make the most amazing and helpful guide ever for a champ.
