Unfortunately, Elise's build is a lot more straight forward (more direct order and less choices than support). Perhaps you can remove the vision ward from a few of these POs so First Purchases could fit in with the Alternative Starting Items.
You can "split" them up in a way - like having a PO for boots (3 or 2 boot choices I suppose) since Boots of Mobility aren't necessarily always the boots you would buy (imo). Maybe have a Buy Often PO for vision ward. These are all suggestions, sorry if I seem like an idiot, I'm basing these around the 7 per line thing you mentioned. Sorry if I sounded confusing :[

I can remove the pink ward from 'core build' but not from first purchases because it really is a mandatory first purchase. Removing it from core build won't change anything sadly.
Regarding boots, for the champion in question it is the only type of boots you'd ever want to get so making a purchase order specifically for boots is out of the question.
