Reduction and pen do not work in conjunction to reduce armor below zero.
They do however work together to bring armor down to zero.
Reduction applies first, pen applies second, and pen cannot reduce armor below zero.
Thusly, if your goal is to reduce armor below zero, you might as well not buy any armor pen at all, because it won't help you.

Realistically, the only time you're going to get amplified damage is against minions or jungle creeps, which isn't all that spectacular.
Reducing enemy armor to 0 is hard enough to do already. I wouldn't worry about getting past that, especially since Stark's doesn't exist anymore. You'd need some champion abilities and a Black Cleaver most likely.
