Don't know if you guys know, but you can join 5v5 Same Champion custom games. Modders may be banned, but joiners don't have a penalty.

I highly doubt modders will be banned. It would be a PR disaster for Riot Games, not to mention the loss of paying customers as well as widely-recognized high elo players.
