She WAS reworked lol. She used to operate entirely differently in lane, more of a poke monster with Q max. Now she's forced to overwhelm people with point blank DPS from her E, as Moon stated.
I don't think "___ is only good on some people" is a criteria for the tier list."
Recently I've started playing Rumble jungle in norms, then ranked. An okay first clear, however after a sheen/runeglaive, I honestly feel he has the best clear out of all junglers right now. Ganks are average, but it is made up for in teamfights.
