Pretty basic.

Everyone knows all about the whole 'swap your top and bot lane and gain early lead' strat eh?
Well why doesn't the support pack promote ever? I mean, usually these lanes are pretty much a push race. I understand that promote isn't a great spell, but I do know it can be useful in some cases, and simply promoting minions over and over in one lane is basically free split pushing.

Thinking about it, I'm honestly suprised people don't do this... o.o

OK well for one, only every third wave has a super minion. This super minion tends to push waves. This is generally considered bad because a pushed lane is a lane open to ganks. Not to mention that typically you don't want lane phase to end too early, because generally champs arent effective roamers until they get to a certain level of farm/fedness.

So, promote=bad because it destroys lane freezing and leaves you open to ganks mostly.

Because Exhaust helps secure kills, which let you free push already.

You don't need to push so hard, especially if most high elo players can CS very well under tower.

And also sometimes it's better to freeze lane in the middle and zone the solo laner.

Maybe we have to think outside the box for a second. You guys also said Lux sup wasn't viable.

If you take Promote you either have to sacrifice Flash or Exhaust.

Sacrificing Flash takes away any potential play that could've been made.

Sacrificing Exhaust takes away the power to engage on someone in lane.

Is it worth it? Highly doubt it.

The only place it would work is in a premade split push comp that CLG always does.

I am talking about premades here. I understand this would never work in solo queue :P

Exhaust is very very good to have, but I've seen lanes do just fine without it.

Alternatively the carry could just run it instead of the support. You don't NEED ignite, I understand it's extremely helpful, but I mean, I've done whole games with Tristana where I didn't actually need it once..

1) Exhaust is almost always core if you want an even lane.

2) Carries run cleanse or ignite. Exhaust would work but it's risky.

Also I'd advise you to refrain from using personal experience as reference to viability.
Often times people can get away with any spell if not in higher levels of gaming, which basically means it's an unreliable source.

Carry picks exhaust and support picks promote. Run 2 teleports.
This Will give You so much wave control.
Down bot Towers as fast as possible Then go for mid tower.
Then just splitpush using double teleport-promote.
If done correctly the enemy Can only win with 3+ teleports.
Lane swap is needed btw.

lol people do use promote occasionally, i've seen Cain run it, as well as CLG.
