Another story for you. When I just started playing ranked I met some guy who had higher ELO than I did (1300+ compared to my 1200+). I checked in on him some time later (after I had given up on ranked) and he had accumulated 100 more ranked games and dropped to less than 1100 ELO.
Moral of the story: Early success in ranked means nothing.
So my answer is yes. You're a noob. Especially since 1298 ELO isn't that good at all.

@ drate, I have met people who have won over 900 normal games and 100 ranked games and still fail completely. Even when I took the time to look at their match history they still sucked. Some people are just bad but addicted. Let them have their fun. (Recent example is a 0/8/1 renekton with 981 normal game wins that I faced)
About the topic, I feel that being a noob means that you are consistantly bad at a game and have been playing it for quite a long time. People have good days and bad days and sometimes things are not their fault but still if you are trully good then it will defenitly show. A 1298 ELO is not bad, but it is not excellent. So I have come to the conclusion that you are better then the average scrub but no one should be throwing out the word noob so quick.

I've been playing League of Legends for about 2-3 weeks now, after coming from HoN, and I found it easy to grasp and master champions. I'm only level 20 for now, but I really don't think that you should try to focus on one champ, of course having a main is a different story, but you never know if your champion you perfected will be banned. But, to get on topic.. normal games really mean nothing, it's usually random people who you have no communication with other than typing and pinging. You should probably find a solid 5 and begin practice before judging off of random solo's.
