He means compared to other ranged AD carries. Tristana has a 90% AS steroid, Cait has Headshot, Corki has passive, ult, armour shred, etc, Vayne has her Q, W, R.
She's not underrated at all, she was considered OP after dreamhack as said before. Abused would be far too much of an overstatement, Cait, etc, are used far more than her.
Ashe is the only purely utility carry in the game. She has a niche role in a team, but works EXTREMELY well with Anivia (and Gragas, to a lesser extent). As a rule of thumb, if you have Anivia you also want Ashe. Nowadays she's overshadowed in lane, though being an AD carry she's to be feared late game like any AD carry, though she's based more about utility than damage. If Ashe didn't have her ult she wouldn't be viable in the slightest.
Imo, Ashe only works in dual caster set ups. She doesn't deal much damage compared to other AD carries herself, and lacking tanky DPS lacks someone to take the brunt of the damage. Ashe overcomes this problem by stunning them before they can hit their team and killing them slowly whilst your main damage dealers do the work.
The main comp Ashe is used in is the good old trusty Ashe/Sona/Taric (usually, maybe Ali) bot, Gragas top, Anivia mid, and someone like Nocturne jungling if you can get him - though any jungler usually works fine. It basically ensures somebody dies in the enemy team, no exceptions.

I'd take a good Vayne/Graves/Kogmaw over Ashe any day.

That's survivability, something REALLY valuable in a squishy champion.
Come on, Tristana is my favourite AD carry. She's harder to kill than any other AD carry, and has that cool steroid.

Ashe is the weakest of any of the Ranged AD carries.
Tristana, Corki, Caitlyn, Vayne, TF, Kog'Maw, Urgot, Ezreal, Miss Fourtune, and Graves ALL synergize with an AD carry build better than Ashe does.
I mean hell, Annie makes a better AD carry than ashe does.
She doesn't need AD runes to last hit properly(Annie has free Q's and 51 base AD, Ashe has 49 ad base), her early lane isn't hindered by leashing a buff, Annie is tankier by a lot because of her E, and Ashe's stun has a much longer cooldown, and is unreliable.
Annie is faster(310 vs 300 movement speed base.), can hard disengage better because of AoE stun, and in general, has much more utility in her kit.
There are TWO advantages to bringing Ashe as an ad carry over ANNIE.
Ashe has Hawkshot, which means you need less wards overall.
Ashe also has one of the highest base attack speeds in the game, which means that you will be doing more damage late game (by roughly 25%), but Ashe also has less effective health, and has to get much closer to do damage, which means that her uber leet damage output is worthless if she can't get in range without dying.
