If you like Elise then play her. Try her as jungle, as top, and support. Preferably with friends as you are going to get dodged on a lot if you try top or support with her in Team Builder.
Just know what you're getting into. She is mechanically challenging to play. She is an assassin who struggles somewhat in the tank meta because assassins hate beefy targets and crowd control and tanks tend to bring a heap of both.
I think her best role is still jungler and that she is still plenty viable there, but she requires a higher knowledge of the game than some of the faceroll junglers.
She still has good early ganks and she stays healthy in her early clears if you let your spiderlings tank the camps. You should look to be ganking early and often. Probably 70% ganking and 30% farming.
At level 3 you can also go look for the enemy jungler depending on the match-up as you have % current health damage in the form of Neurotoxin and % missing health damage in the form of Venomous Bite, CC in the form of Cocoon, and a chase or escape ability in the form of Rappel.
You get a nice mix of damage, beef, and utility with the build path listed above. You aren't going to out tank a Sejuani but you might survive long enough to kill off their carry and then come back to peel their tanks off your carries.

Masteries I would run 21-9-0. Going for both Martial Mastery and Arcane Mastery in the Offense Tree.
You can mix or match Scaling Armor and and Scaling MR in there to your liking though I'd suggest Flat on both if early ganking and/or early dueling are your goal.
The eternal quandary I find with Elise is when to start your ganks off in human form and when to start your ganks off in spider form. Or to put it another way, should I use her gap closers to get in range or should I use them to chase? As the choice can make a difference in whether the gank is successful or not, so get that straight and you will improve your odds of succeeding with her.
