How am i supposed to gain elo in a system not based around 40% luck?

I think it will create multiple brackets of ELO hell. It will cause people who really shouldn't be in 1500+ elo bracket to throw games, in addition to the games thrown in the dark depths of the real ELO hell.
I can't really confirm whether game throwing happens in the upper division brackets. can we get the G.M.D. to confirm this?

No you still have a hidden elo. You are not going to be in the same division as people you play with, you still have an elo it is just hidden. You can also fall out of divisions, its ranks you cant lose.

How is that even possible?
Also I'm glad that they make some changes as I've always thought it was weird to use a rating system that is designed to rank players in a 1v1 situation for a team game.
