But regarding all this: I did understand nearly all of it, except for those "leagues" you'll be placed in?
Tiers and dvisions Ok, but why those "up to 250 players league" thing?
They clearly state that you won't play only against those but against all players with the same Elo in your tier/divison... so why?

Seems that a lot of people were confused by this, and I think I understood it, so I'll try to break it down.
There are five divisions in each tier. Acquire 100 league points, and then win a best of three (Just win two out of three of your next ranked games) to advance into a higher division. If you drop below zero league points, you will fall into the previous dvivsion.
These are the same old Bronse-Silver-Gold-Platinum-Diamond rankings, but challenger has been added. You move up a tier if you get 100 league points in the fifth (top) division in your tier, and then win your next three out of five ranked games. If you fall below zero league points in the first division of your tier, you will not drop to a lower tier. The only way to fall to a lower tier is to not play ranked for a long enough period of time.
The top 32 ranked 5s teams in the challenger tier will play a qualifier. The top 8 teams will them play in a tournament with lowest pro teams, and the top 4 will become pro. Challenger solo/quo and ranked 3s don't matter. (I really like this change. No ranked teams will matter, and maybe players will stream them instead of soloque! :))
