Um, that's not it. No one picks him because he's a bad champion. Really bad champion.
He has to jungle, he's counter jungled easily, and if you counter jungle him he's useless. Ganks are easy avoidable, his early game / mid game is trash.
He used to be good because no one knew how to counter him. People learned, then on top of nerfs, he became useless. People didn't realise that counter jungling golem or wraiths / golems meant he was useless throughout the game.
I play with rammus i like playing with him you need skill to do it right When and how to do ur spells he is a great tank and he can be a good ganker using his PB and tount

-Current metagame means players build for durability and damage. Meaning you need a tank who can deal damage to be considered a threat. Rammus doesn't really deal all that much damage in my experience.
-Powerball was Rammus' mobility and gank skill (with taunt combined ofc) slower powerball less powerful ganks, also less likely to work.
-Tremors does no real damage making it worthless in a teamfight and it's ability to push towers isn't optimal not as it used to be.
-His passive is out-dated
-He is an extremely late-game tank. He hits his stable tanking mark ~30 minutes into a game. Compared to Cho' Gath (because of Feast stacks).
-There are less frusterating tanks to play that offer more to a team than a 3 second taunt which is countered by 1 item.
Basically, there are better options that are more reliable. To name a few Cho'Gath, Galeo, Alistar, Ammumu can all fill the tank roll, are less frustrating to play, and have better skill sets to deal with this "beefy man" meta.

Rammus' passive is fine and his damage is pretty decent.
His main problems are REALLY ****TY regen and big mana issues.
Like, use 3 spells; LOLOLOL, YOU'RE OUT OF MANA AND WILL HAVE TO WAIT 3YEARS FOR IT TO COME BACK OR YOU'LL JUST HAVE TO BASE.
