Kassadin also gets mana per hit. but to be honest ifyou are crying out for something like this, you either have a jungler that won't give you blue buff, or you spam abilities too much.

Cudd, you've just got to learn to manage your mana a bit better. You can't count on having blue buff, having Soraka support, or anything like that. You need to make sure that your mana stays relatively high, so that you have mana left to use if there's a fight. You can practice by playing mid, because if you run out of mana with most mid champions, you basically cannot do damage.

It could really help mana hungry Champions early game
Maybe it could cost the same amount as a doran's blade
It would give you 3 or 4 mana per hit
Just an idea not sure about it though
