Would you like this idea?
Actually, I was the one to make the thread about scouts being only high elo, and I was happy to step aside as a scout for that system to come into place. It just didn't happen.
Vyn, there are several things I don't like about your proposal. Please find below, in addition to some more things wrong with Scouting in general.
1) A mod/host would have too much power. The whole point about Scouting or even guides on MobaFire is that it is a community/majority vote. There isn't one person in this whole entire site who can claim they are higher than anyone else in this regard. Everyone is equal.
2) Voting/applying. Another popularity contest? It's hard enough to become a vet now, as vets can allow or disallow someone from being promoted by voting.
3) Criteria for scouting. As I fondly recall, some people called this idea "dumb", despite other positive feedback. I would not expect a set criteria for scouting any time soon.
4) Scouting is dead because more than half the scouts have left MobaFire, or having guides that are -Scouted. If you have a guide that is -Scouted, like myself, you do not feel as if you should be Scouting guides.
5) Scouting is dead because no one leaves feedback. I could go and -scout every single scouted guide and not get in trouble for it. True story. I could go and +scout every single -scouted guide and not get in trouble for it. This is because some people got butthurt and felt that Scouting needed to be anonymous. Back in the day of Vet Recs, Vets were PROUD of the guides they Rec'd. In fact, if you trusted a particular member, you'd shoot over to their profile and see what they Rec'd, because you'd know it'd be good. No longer. Now scouting is a shady deed, something that no one else should know about.
6) Did you know the "Scouted/Featured" part of MobaFire is broken? It shows random guides from all over the place.
7) High elo is valued over Scouted. If you're high elo, your guide receives a "HIGH ELO" corner badge, as opposed to a "SCOUTED" badge. This immediately tells the community that it is better to be High Elo than to have a guide Scouted by members of the community.
That's all I can think of, at the moment :)

1) The host would only be assigned to make sure the applying goes the way as proposed
2) Because of someone being a 'host', he can filter the applications or even decide the votes.
4) Thats why we need a new way to get motivated scouts :)
5) Isn't that another reason for 4?
7) Even though I agree, that is no reason why the scouting forums should remain dead.
I think the biggest advantage for having good scouts, is the feedback they can give. Not just +/- scouting the guides.
I would like to ask you, wouldn't you think it is a good idea to make the scout rank not +rep based? because thats the whole point of this thread

I nominated Astrolia to be a Scout because I thought she'd be able to contribute heaps to MobaFire. She was promoted pretty much the same day. She was one of the only people to ever been promoted to Scout without having the necessary +rep.
Did anything good come from it? :) Not really.

People claim mobafire is a democracy, but I don't remember us voting in this ****ty system of ranking guides. I think if the community could vote for a new way to rate guides we'd be better off. As it is it seems more like a dictatorship that pretends to be a democracy, and clings to the ideology of a democracy only in order to maintain its footing.

That may be how it is, but clinging to that system and ideology is what is bringing us down as a guide site. You need some people in a voting system to have more power than the general populace. Why do you think things like parliament and senates were invented? Everyone being equal isn't democracy it's anarchy. And it has shown to be such so far.
EDIT: Almost forgot my shots.

either way, i think scouted/high elo guides have a good highlight and are very noticeable.
