Nocturne: Not OP, but his snare is annoying. Oh noes, you can't escape from his fear? Try escaping from Sion's stun. Having decent CC (that takes a while to activate, mind you) isn't OP, it just makes him strong. I've encountered strong nocturnes, but none I've thought were ridiculously imbalanced.

It has a cast time of 0.2sec. Stand close and he won't be able to block it.
