Easily solved:
Add 'Can post in Threads' and 'Can create new Thread' properties to user accounts.
Give mods access to these properties.
A thread/post timer will only serve as damage control and it's still gonna be up to Mowen to stop the account from spamming.

Wont really work since by the time that they get denied the possibility to spam a new account is already being created.
One of the thing that could be done is validating the registration by the hands of the admins/mods themselves, but counting the amount of new users that could register in one or even more days, if they have problems/other things to do irl, that would be a suicide, or just impossible.
