Depends on the situation. If i'm getting my *** handed to me, i think i would go for it :P
But generally, i don't actively try to kill them. Just sometimes you don't realise it until it's late, and he is already dead.

I could've first blooded a Xerath the other day but I didn't because he stood still while I was hitting him and I thought he was disconnected. Then he ran away.

I don't think it's rly unfair because if they start a LoL-Game they should make sure that their computer's able to run LoL and their parents wont call them to eat.
There's not really a excuse for going AFK in LoL, except if some1 dies or sth since you're able to plan. Dont play if your computer can't run LoL and dont play if you'll eat in about 20 minutes. Easy as pie.

You shouldn't be pissed if someone kills you while you're frozen. It's not their fault if you're having technical issues and there's no official rules stating "Thou shall not kill someone who is frozen."
The game must go on; I don't think there's anything morally wrong with killing someone who's frozen since...well, the game must go on.
If anything, be pissed at the server, your ISP, or the city (in the case of a power outage).
To me, the ends justify the means in LoL.

I still get pissed :D And I make sure they pay for it. "Cool gold bra, too bad you can't play any better with it"
On my particular case, it happens randomly and only if the Client thing is up. 90% of the time I shut it down during ranked games (so no post-game chat), but it's too much of a fuss starting up LoL every game so in normals I'll let it run until/if I get a freeze or hints that it'll happen.

Except I never did. Only exception was yesterday to a Cass who did it to me and went on like a jerk coz I got to legendary. Then I took her face out as well when she blatantly froze. Betch.
As to why I don't do it: I'm gonna get free CS during that time, I find it completely cowardly and I like to be carried by my own skill, not by my opponent's technical issues (of course if they have huge ping there's nothing I can do about it, they'll still harass me and stuff).
Disclaimer: I don't think this puts me on some sort of moral pedestal. But I do hate when people decide to insta-rape me in lane phase after I blatantly froze.
