For the most part, yea. They want ults to be usable most, if not all of the time, barring cooldowns. Hence the 0 energy cost ults on all the ninjas and the mana cost reductions on old ults with way too high of mana costs.

As was said, it buffs his jungle a little and it also gives him a little better chase potential in lane (W minion, spear throw to execute low health enemy). So, slightly better for being slightly harder to use.

Panth's W change was a buff, all it does is add more mobility to him. Now he actually has some form of an escape which doesn't have like a 2 second cast time and can be interrupted.
Also the true damage changes were bs lol, they just directly nerfed 3 of the most underplayed champions in the game for no reason. None of them are considered strong, it was a completely unnecessary nerf to champions widely considered to be weak, with no compensation at all for it.

Riot buff something? That'll be the day.
If I know Riot they'll nerf Jinx next patch and then nerf whatever replaces her too. Can't have any ADCs actually making an impact now can we?
