As for Ezreal that is a pretty weak buff and if you wanted to buff only him you could just buff Iceborn Gaunltet instead.

I think if they want to really nerf those hypercarries, they should give tanks a new item to capitalize on that grants some bonus MS in order to have stronger initiation and pin them down. Something like:
Whatever Name
Chain Vest (720) +
Null-Magic Mantle (400) +
Ruby Crystal (400) + 680 gold
Cost: 2200 Gold
40 Armor, 20 Magic Resistance, 200 Health
Unique Passive: Grants 15% increased armor and magic resistance
Unique Active Meele Only: Grants your champion +40% MS for 3 seconds
The idea behind that is that this item should be only really usefull on tanks as otherwise the stats it grants are basically ****. But if you actually have a decent amount of armor and mr, it can make you way tankier. This way, tanks have their good old Shurelya's initiation back while not buffing the team up. Would be a good way to bring back all those tanks which can pin down the enemy carry line. Also, the MS buff is meele only, because otherwise, Carries could abuse this. And there is no ******* ranged tank in the game. (yeah, even

To your actual point I feel like such an item is not needed. Generally, you can shut hypercarries down early. Trist is a good example of such a carry that if shut down hard early will have a hard time getting back unless you let her free farm because she has no damage mid game. Just my opinion though.
