Instead of the normal Smogon way for CAP (which i've always hated) why not have several group topics something like this:
Skillset: What abilities/skills the champ gets to use. Everyone can post there ideas here, however 1(or more?) person has the run of the topic and decides what can pass or what is OP etc.
Concept:
What the champion looks like, what the descriptions for the skills are (for the sake of quickness why don't we come up with the skillset first then build concept around it?) everybody can post what they thinks look good, but 3 (or more or less?) people decide on which ones they like and go with that.
If we do get a subforum, we just create these topics in the subforum and then users who have permission to post (we probably should create permissions for this = less trolls or people with nothing really constructive to say 'OMGz blahblah blah is so sick omgzgive him a sword!) post their ideas, the heads of the project they post in give their thoughts, etc repeat until we have a finished product in that topic. Then we move onto the next topic so we aren't creating conflicts like you say.
At least, that's my thought. I work in a job which designs video games, and that is more or less what we do, so I can attest that it has always worked for me.

I am completely for this and will help in anyway I can. (Basically, everything BUT art.)
I like the idea in which we congregate and figure out each part one at a time. This way, it is more organized and the product might be a lot more balanced and higher quality. I say either Jebus or Scrax would make great leaders for the project, where they would just govern what we talk about next and such, not the final decision.

Well actually Jebus, effeciency is pretty important, else it will take months/years before we finish an high quality completed product.
I think the best way to do this effeciently would be to start with group 1*the general champion design, which type etc. group 2 *the skills etc starts after group 1 has come to a conclusion and then group 3 *the stats etc starts after group 2 has come to a conclusion. and last by not least group 4 the art design which will make it fit the current skillset/stats/type :P.
In each fase when the other groups have nothing to do they can give feedback on the active groups idea's.

I'm with Jebus on this one, a step based creation system definitely sounds like the best idea to me. If we lock everything down step by step in the order that you've given, with no changes in any particular area when it's been decided upon, last minute changes won't throw a spanner in the entire project and possibly force us to do everything anew.
definitely what jebus said. if skill concept is coming up with say some magic mage and art concept is coming up with some heavy armored dude with a big *** sword.. not exactly gonna work together.

I'm glad new users are getting into this :)
On topic, I think that step-based is best, but more in a direction that Nighthawk suggested (which I think is step-based if I understand it right). That way we have a solid grounding point that we can build around (we don't want to, for instance, vote on base stats that will be absolutely awful for the skill set we're making).

Sure, it's definitely a valid way of going about things, but I would like to see how well the "original Smogon method" would work here.
