When you're out of the 0.XX region you can consider it. Download OBS and set your bitrate to 2000 using CBR at a minimum of 720p resolution/30 FPS to see how high your ping spikes while streaming.
To anyone out there looking to stream: it's going to look like **** unless your bitrate is at least 2000. There's no getting around it. You also need a pretty decent computer on top of a high quality broadband connection in order to attract any long staying viewers. Nobody wants to watch a pixely slideshow and you can't really blame them for it.

I have 2mb upload and can stream 1080p/30fps with 1250/1500 bitrate without any lags in game.
Here is the quality if you're interested: http://nl.twitch.tv/vynertje/b/460260043 (just tested it today)
In other words: You won't be able to stream at any decent quality with your speeds.

Can we make a distinction between Mb and MB? The difference is almost an order of magnitude between 2MB/s and 2Mb/s.
