Read the new notes. DFG is a LOT more flexible than before. If you used to get it for the mana regen, you'll be a bit sad, but it now is a lot more interesting than before, especially on Mordekaiser.

Sadly, the reduction to the starting enemy HP% is still a big hit to the power of its active. Without a Dcap, the new version's active doesn't do more damage until over 700 AP, while with Dcap it still isn't better until 521 AP. So it's certainly stronger late game on certain champions (I'm thinking Veigar specifically), but overall not necessarily as good.

Q_Q why nerf talon, he's already stuck being useless if enemy plays decently or counterpicks him and needs that mana to keep him from getting shoved to the wall...

Assassin's are incredibly hard to balance. Too much and they're OP, too little and they suck. So a majority of them fall in the middle.
