I'll sum up Renekton for you:
Renekton dominates his lane. When he enters into the lane, it is his lane. He controls every aspect of laning. His ability to dish out harassment and get away with it is extremely good. If you play Renekton, do not play him passive. You need to be right in their face, taking advantage of your early game-mid game. He has trouble against very few champions in the lane.
His late game falls off unless he is extremely feed. You turn into more of a stun machine that can take a lot of damage.
I'll sum up Kog'Maw for you:
If their team is beefy, pick Kog. His ability to nuke down people life bars is probably one of the best in the game. He has extremely nice range.
You need good positioning in order to be a good kog. Once they caught you, you are dead because you are extremely squishy and have no escape mechanism.

To be honest, once you're aware of every champion and what they do best, the tier list is just a general guideline of who can cover more bases. Learn to counter-pick and 3rd tier champions will stomp any 1st tier champion, as long as you exploit their weakness. Also, some champions are much more viable in normal than in ranked, just because the enemy can't see who you're picking and plan accordingly - mundo, for example, all the enemy has to do is grab 3 ignites and tristana/gangplank/miss fortune. Against katarina, getting a large single-target stun/CC to stop her ult quickly, such as Taric or Sion, will make her useless.
