Some guy who frequents the LoL sub-reddit did a test to see how long it would take for him to be banned after being a complete *******. (feeding, griefing, being incredibly mean to his team, etc)
According to him he was put on suspension 3 days because of it. So reporting does do something.

The tribunal was made to punish those kind of people. Punishing them (or perma-banning) should counter all those feeders, leavers, trols ect. right? well I haven't seen a drop in numbers of those people. 7/10 games (if not more) still contain such people, so I'm wondering if it realy helped?
I've already seen a couple Tribunal cases in which the accused admitted being let off a temp ban recently, then proceeded to feed/grief/harrass teammates and such. Consecutive offenders like this will be permabanned eventually, but it takes time for them to "earn it," so to speak.
