On the other hand, Ryze with Seraph's, ROA and Frozen Heart at level 18 would get an 866 health shield from the active. Plus of course he'll be running

its not just the extra hp you get from it, the shield would work good on singed if the ult happens to be on CD and the extra ap you get every second you use your poison which should be up almost all the time would be good to me
