I find it majorly useful for non-skillshot champions. You don't have to click the champ, you just hit Q/W/E/R once your mouse is over the champion you want to hit. Think about
Ryze,
LeBlanc and
Soraka.
You can also use it on skillshot champs like
Lux but that is more difficult, since you have to know the exact range of the skill (your champion keeps moving until it is possible to hit that area).

The feature is a good idea, I guess the more features, the better. Some people could actually like it, but I often found myself in situations where I want to test a range, check if I could hit something, etc, but then realise I cant, for whathever the reason. Or I change my mind because another champion appeared, etc. In this kind of case, it could be tricky to hit ESC in order to cancel the spell.
This is why I bound QWER to smartcast, and ZXCV to normal cast. In a very vast majority of the time, I want to be able to cast anything quickly, and use QWER. When I need some precision, I just hit a button two rows bellow and get the range thingy.

It allows you to cast your skills without clicking, saving you a lot of time and reducing the possibility of misclicking or making a mistake.
Almost every pro player uses it. I've been using it for months now and I'd have a hard time playing without it. It's more useful on some champions than others and some skills are better without it. Good examples are Ryze or LeBlanc who pretty much require smartcast to play well.
If you want to use it you have to hold a button by default, but you can bind smartcast + skill to any key you want in the key bindings menu. EG I have smartcast Q skill on Q, smartcast W on W etc.
If you've ever played Karthus, his Lay Waste ability is smartcast by default. Most of Riven's abilities are automatically smartcast too.
Smartcast is really a preferential thing and it will be different for every person. Not every pro uses and, for example, I don't smartcast on corki or ezreal.
I do use smartcast tho, and I mainly use it for single target abilities and non skillshots. There's a lot of champs will I will smartcast some abilities and not others. It's really all up to you to experiment and see what you like best.

And that's the best idea. In recent redit interview with Alex_ich from M5 he said he does have 2 rows for hotkeyes, one for smartcast and second for normal. I used to do QWER normal and +Shift smartcast (WoW habit :P)
That makes sense, I was wondering why I hadnt ever heard of a pro player using both like that... I mean, why would one not want to have access to both at anytime.

I think Chaox uses the release smart cast, so it shows the range and then releases, rainman uses smartcast on everything, so pro's do use it
I smart cast everything except a few abilities. I heard you cannot smart cast rumble ult, viktor's lazor and certain other abilities but I can't confirm
In regards to smart casting skill shots, I play quite a bit of nidalee, and never really have a problem with her spear.

how to do it
By default, I believe shift +QWER smartcasts, it can be remapped in the key bindings

when it is useful
All the time. Seriously, I smartcast everything.

what it is for?
Casting combos on a lower delay between spells, being able to pay more attention to targeting, etc.

What happens is you press the key down and then it brings up the aiming arrow at your targeted location, at least for Viktor's laser. I would imagine rumble's ult works the same way. I think it used to be broken in the past though.
