There is no elo-hell...
But if u want to win, sound comfident and carry through leading.. Ofc winning ur lane does not hurt.
Duo-queeing is awesome, one less ******ed team-mate to be dealth with.
Example: I have a friends who is slightly higher elo than me, so if we duo-quee he's likely to get 1-2 pick, he picks tryndamere. I get the jungler and gives him 1-2 kills letting him steeeeeamroll from that point. This situation was much harder to create if i didn't communicate/trusted my top-lane tryndamere.
Also control-jungling is a very underrated thing in low-mid elo.
If u see that their jungler is bot, why not perform a quick golem/wraithsteal, it's an easy 50-100 gold. And some nice exp as well.
If u play EU, shaco is not necessarily perma-banned(not in eune at least). But he's just such a good jungler! The ability to dodge wards is awesome!

I ignored every post in this thread. Even the OP. I just read the title and put in a half thought out response into what the OP might've been going on about :V
That being said, there is no such thing as a place outside of ELO hell. Every rating in ranked is a different layer of hell. Have fun!

Also, I think the levels of immorality in this thread are astounding. You'd really throw a child off a boat for your own luggage? Wow.
-DUO
-Counter pick
-Dont Rage
-Lead Your Team
-Win Your Lane (and support the others, mid or jungle is best for this).
I recently finished a getting out of ELO hell guide (see sig, hope it helpes!)
There is also a section to discuss the existence of elo hell, so feel free to join the debate.

to get higher elo, (not out of elo hell, doesnt exist) u simply have to carry 4 people, top, mid, or jungler is a good idea, or duo bot lane with sum1 u can trust, and hope for the best.
If you can't prove it doesn't exist then it does.
:D
You are at the ELO you should be at. The system works. Elo hell is nonexistent. You just get ****ty players sometimes.
(Don't feel bad, I've more than likely got the worst ELO here.)
I'm slowly digging myself out of it, however. Not by any tricks, not by always going Carry, but by paying attention to what the team needs. Choose that over anything you might fancy. Every time back, try to buy at least 1 ward and place it strategically. Overwarding is not an issue.
Making the team as strong as you can (even in solo queue) is the only way, in my opinion, to really dig yourself out of a low elo. This includes counter-picking and being willing to deal with a sub-par team composition. If you think the team composition is absolutely horrible, and it's going to be an unwinnable game - then go with a really strong early champ, and try to break their morale.
Become a better player, become a better teammate, and rise in ELO.

Play ezreal.
I've won 8/10 of my last games.
Only 2 loses because I played a different champ.
Ezreal is bad at the moment, most other picks is way better than him /:
