Raka is pretty strong. I'm not too sure about Sona, I'm away from home right now and haven't had a chance to play her myself, but I will later this week. I'll update. From what I've read she's pretty strong.

It's a bit worse for sustain now, but if you're looking to win trades, it still works. They just shifted it towards damage instead of keeping you alive forever.
EDIT: I'm talking about top lane, not really support. I don't think you're really gonna be in combat enough to proc it.

Yeah she's pretty broken, Sona was already very much a ***** to deal with in lane and now they gave her a late game. You can even get tear 30 minutes into the game and stack it in 5-10 minutes :')
