Sleep was originally brought over from DotA.
In there, sleep basically stuns you for a fairly long duration and if you take any additional damage you are woken up.
So it's basically a flavorful type of stun.
One post on the forums covers it quite well: "It was one of the best CC's in the game, and the worst."
It can be good in lane, as it shuts down the target, giving time to get closer and attack or run away. But in team fights, it's virtually useless, as you'll probably automatically be woken up.
