Hmm im surprised that no one has mentioned 
Sejuani at all.
She has 2 good initiating abilities( Arctic Assault and Glacial Prison), a 70% slow ( Permafrost) and a Aoe stun! ( Glacial Prison). She can also charge through walls to save a teammate. And if the build is right she blocks lots of damage.
But its only my opinion.
