Malphite is good by the terms you gave. With his Q, he slows enemies aswell steal their movement speed, so mobility is check. His ultimate is amazing for initiations and its in many cases the difference between 2 teams in team fights and who wins. So CC check. Damage reduction, he has skill that gives him armor and his passive gives him shield, which is awesome in laning phase. And last, damage is very nice.
I'd rather be hated for who I am than loved for who I'm not.

Skarner is my personal choice, but not reommended.
Cho'Gath is probably the most annoying tank, passively health stacking while halting your entire team's combo with one silence.
Jarvan is good, makes a huge difference on ocassion.
I would probably have to put Alistar and Amumu at the top of the list because they both have single target CC, AoE CC, and AoE DoTs. I would like to say Alistar is a little better though because he can use both of his CCs on very short cooldowns compared to Amumu, and he has a spammable AoE heal that doesn't cause him mana problems. I think he helps allies slightly better because of that.

*Crowd Control: The best puncturing taunt ever, if you get the enemy carry, gg. Also a slow on Powerball for chasing. Only downside: No good AoE CC. That should be put at another lane.
*Damage Reduction: Defensive Ball Curl ftw!
*Mobility: Powerball^^
*Damage: First, he gets AD from Armor with his Spiked Shell. Second, his ultimate Soaring Slam deals high damage. Finally, every AS-Champ will regret to attack him because of Defensive Ball Curl. Overall good amount of damage.
