Pre level 30 could mean anything.

Jungling pre 30 is hard, you have very few options, like warwick, mundo, chogath, fiddle, nunu, rengar, shen, skarner, trundle, udyr, xin (maybe). Actually, there are plenty of them, those are pretty safe junglers.
First thing you need are armor yellows (seals or whatever), tier 3 of course, you can buy them on lv 20, when you unlock yellow rune slot make sure to fill it instantly with armor rune.
Your route should be standard one: wolves, blue (with leash, better leash you get, less hp you will lose), wraiths, red, wolves again. Skip golems because they are vicious creatures that murder poor junglers.
For starter items you should mostly grab cloth armor+5 pots, it's safest choice untill you have all runes, masteries and some general experience.
For masteries use 9 points in utility all time taking increased buff duration. Other points put into defense, take armor, reduced minion damage, reduced incoming damage, hp/lvl, hp, and mastery which returns damage to minions. Other points are of your choice.

Champions safest to jungle with are those that have some sort of health regen, either through life steal, spell vamp or other mechanic.
My first jungler was Warwick, as he's got a super simple kit, but he can still greatly contribute to teamfights if you play him properly.
As for warding: every time you recall and buy, try and grab a ward. Place this ward at key locations around the river where the enemy jungler could pass in order to steal your own jungle, or gank a lane. You could also ward enemy buffs to see when they're doing it to collaborate with your team to steal it.
