i usually rush warmog when lanning, works for me since it boosts both your passive burst and you sustain
when jungle i just get the giants belt and rush defenses

Rush Sunfire cape. It helps shen push lanes faster. Plus his passive is good with any health item.
Thanks to Nameless and Miss Maw

Depends what type of Shen you want to play.

If you want to go all tank, get warmog early. If you're split pushing, get Wit's End or Ionic Spark early. Then go warmog, randuin/force of nature.

Also, learn to use your passive and q to cs effectively. A good tank needs a bunch of $ to do his job, so practice your cs. I've been in a lot of games that I've carried as Shen simply because I had way more cs then anyone on the opposing team.
