You could make a smurf account and only play a game with that account once per day. Basically, getting the win of the day. Doing this, by the time you hit level 30, you'll have a lot more IP (champs, runes) then other first starters. I believe that if you do this while still play on your main account, you'll end up being satisfied.

You know, those runes are actually worth their weight in IP. You didn't waste IP at all. I would recommend not buying anymore until 20, but until then, those runes are going to give you a big edge over the other players who have no runes.
As for the champions - while you may be a "Master Yi" type of player now, when you reach higher levels you'll find that you will need to play other roles. Soraka as a support, Ashe as AD ranged carry.

When you hit level 20, you can put all the runes you've 'wasted' your money on into the combiner, and hope for better ones.
Either way, if you started over, it'd be a waste, you'd just have to re-earn everything anyway, so that would just waste your work.
As of right now, you've spent that ip, and have what you bought with it. If you started over, you wouldn't have anything anymore, so you really would have wasted it.
Think of it ths way. You bought a house, and bought bunch of stuff to go in it, then decided maybe it was a bad idea. You cannot sell the any of the things you bought, or the house.
Essentially what you're considering right now, is simply burning the house down, with everything it in, and buying a new house, rather than just keeping it, and refurnishing.
A kinda strange analogy, but it's essentially true :/
