Hello and welcome to the MOBAFire Patch Summary - 5.17!
In what is the penultimate patch before the 2015 World Championship starts, Riot has another set of changes in store for us which is aimed mostly at applying some finishing touches. Though there are definitely a significant amount of champion changes coming up tonight, most are relatively minor and there are no changes to items or general game mechanics either.
Of course, this does not mean it's not worth looking at these changes at all, which is why we're here to walk you through what is changing. Let's have a look!
Champion Updates
WTF DID THEY DO TO MY CHAMPION?! quick access for concerned players
Let's start positive and take a look at some of the buffs (+) this patch has to offer. For example, Bard now has a steady 90 mana cost on his Caretaker's Shrine and a lower cooldown on Magical Journey (reduced by 2 seconds), Jax' Counter Strike mana cost now starts at 50 instead of 70, Karma's cooldown on Focused Resolve will be 12 seconds at all ranks and the second target hit by Lux' Light Binding now takes 100% damage instead of 50.
A final buff to highlight before we move on to the nerfs goes to today's banner boy, as Nocturne is receiving a pretty significant range increased on his Paranoia (2000/2750/3500 ⇒ 2500/3250/4000) which ensures darkness will keep spreading across Summoner's Rift.
That brings us to some of the nerfs (-) this patch will apply (players who main the following champions might want to look away now): Azir is losing 10 base movement speed and will no longer see his targets take additional damage for being hit by soldiers beyond the first, Gragas' Drunken Rage damage will only scale with 8% of his target's maximum health (used to scale up to 12%), Janna's minimum Howling Gale range will go down to 850 from 1100, and the cooldown of Maokai's Vengeful Maelstrom is going up by 20 seconds at all ranks (40/30/20 ⇒ 60/50/40).
Having said that, our vote for patch 5.17's biggest nerf goes to Kalista, with the cooldown of Sentinel's passive damage being applied to a target going up from 6 to 10 seconds, the damage on the target from that same passive going down from 12-20% to 10-20% of their HP and her Fate's Call receiving a whopping 30 second cooldown increase at rank 1 (90/75/60 ⇒ 120/90/60).
Upcoming Skins
Since - as we mentioned - there aren't any item changes to talk about this patch, we'll jump straight to the skins. This patch, the 5 new PROJECT: skins (which Riot released a teaser page for almost two weeks ago) will be making their way to the client, with the expected release date being September 8.
After this, players who pick up any of the skins in the first week for their original price (1350 RP for all skins except PROJECT: Yi , which will cost 1820 RP) will receive a loading screen border (displayed for all five skins in the bottom right). On the 17th of September, four of the five skins (Yi again being the exception) will then go on sale for 975 RP for a week before returning back to their original price. This means players who are interested in buying the skins can choose between buying it early and receiving the border or waiting for it to be on sale and save some RP.

So, these new "PROJECT" skins are getting a weird border on their splash art ( at the loading screen, obviously ). If so, will PROJECT Yasuo have this border aswell?
