I'd also like to say that, should this items ever come out and not be ranged restricted, I do appreciate the irony of marksmen crying "boo hoo tanks too good for me" and having ad assassins indirectly buffed.

To be fair, the new items help marksmen deal with assassins too, for example on PBE Lucian so far I've been building PD and the lifesteal-on-spells lifesteal item as part of my core, every game items, and PD reduces all damage dealt by an assassin by 20% (so long as you AA them first), and the other item takes 20% of all the damage you receive and spreads the damage out over a 5 second bleed, giving you more time to duel and lifesteal all the damage you're taking. Not to mention Scimitar got a huge buff now that it gives lifesteal and can replace BT/BotRK as an ADC's 3rd item, so building QSS to deal with a Zed now only sets your damage behind by 1250 gold until you finish Scimitar soon after, rather than until you reach 5/6 items. Also the mastery that restores your HP on crits gives you sustain way earlier into the game, and sustain makes you tankier and harder to kill.

The way you describe things makes me realize I'm gonna hate the new preseason even more thanks. Now my ap bursters are gonna be useless and my DPS AP champs are also gonna get outsustained.
