I wouldn't say they were complete garbage, mainly since you have to consider they were made at a time when there was nothing like it. 2 and 3 were waaaay better though.

In terms of release date or position in the saga? Star Wars gets kind of ambiguous like that. "The fourth movie" could mean A New Hope or The Phantom Menace, depending on how you're counting.
No sane person would number them according to release date..
