I would like to add one more thing. I have one friend that has GTX 770 and another that has an R9 290x and the GTX 770 blows the 290x out of the water. Even my 7 year old GTX 260 out performs my friend's 290x. Here's a review for the 290x, I know we're talking a different card. But, this is AMD's best available, then I don't expect AMD to do any better with what they released before.

Put a Sapphire Tri-X cooler on an R9 290X and it can run whisper quiet. I'm running mine at 15% fan speed with a modest overclock at all times and it runs fine. I agree, buying a R9 290X with stock cooler is stupid, but who in their right mind would do that anyway?

Now this is just for the graphics cards yes? Perhaps a need for an afer market cooler is the reason my graphics card can't handle too many character models on screen without shutting down? (I don't have an AMD card)
