What is the best PvP mmorpg or game (that is free)

But when you play PvP and win you get factions. And with the factions you unlock more skills and armor/weapons. The skill system works in a way that you can only equip 8 skills at the same time. But the PvE is nothing special really, but it works. And if you want to achieve the high end stuffs. you have to go through it. But that doesn't normally take too long.
