Ionic Spark is primarily used for split push team comps. Champions like Teemo and Shen utilize this item well.

Keltoc summarized it well. While it does work best with AS champs, it really doesn't see much use, as other AS items like Wit's End are cheaper, do more single target damage/hit, and offer +50 magic resist, which is usually better than +250 health.

High AS champions with abilities that proc on AA?
Caitlyn, Miss Fortune, Twisted Fate, Rengar, Darius, Diana, Draven, Ezreal, Irelia, Jax, Jarvan IV, are only a small handful of which Ionic Spark is not viable on, but fulfill the "high AS champions with abilities that proc on AA" criteria.
What Ionic Spark does is allow you to split push with high AS, usually on Shen (health + AS goes well on his passive, and he can be anywhere he wants with ult) and Teemo (he usually builds high AS for his E, and the Ionic Spark proc gives him a bit of AoE for split pushing).
The reason you don't see it at all is because there are either
1. A lot of other champions are better at split pushing than Teemo or Shen (see: Nidalee (world championship)) that doesn't even NEED Ionic Spark
2. If your team is unable to hold 4v5 at a tower, then split pushing isn't going to work because they need you WITH them, aka if you're Teemo.
3. Shen can use it because he has his ultimate, but Sunfire Aegis is a LOT better option than Ionic Spark as it's a bigger and stronger AoE, and can clear minion waves faster.
4. People don't understand the impact of split pushing when you're ahead, IE you have Baron, up in gold, etc.

And if you check the same stats for the same popular champions, you might be surprised every single other viable item has a higher win rate.

As a general rule of thumb never listen to anything that keltoc says. Cuz he says things like "Chain Lightening Effect, need I honestly say more?". Reading his posts seems to lower my IQ.
